After the joint research by the maritime dispatching project research group, the information center of the maritime bureau, and the search and rescue center, the main requirements for the integrated communication system are:

1,Make full use of existing resources

Make full use of existing equipment. It is required to integrate the existing systems and terminals such as VHF, analog telephones, video conferences, monitoring, satellite phones, shipborne VSAT terminals, and Beidou-AIS mobile base station systems.

2,Equipped with high-definition terminals

The provincial bureau's command center is equipped with high-definition conference terminals, wireless ad hoc network equipment, and front-end image acquisition terminals. In accordance with the "Construction Specifications for the Comprehensive Supervision and Command System" and the "Access Specifications for the Unified Communication Platform System", ensure that the system can be connected up and down to avoid forming an "island" of the integrated command and dispatch system. Achieve efficient integrated communication, centralized equipment management, unified interconnection, and efficient collaboration.

3,Construct the "brain" for maritime search and rescue

As the "brain" of the maritime search and rescue center, it undertakes the command and dispatch of the overall search and rescue work in emergency search and rescue. In specific scenarios, it can macroscopically grasp the overall situation of rescue operations. The command center is designed and constructed using mainstream and mature technologies and a hierarchical architecture.
